The January 2027 deadline, and what it actually requires.

Tier 2 is the mandatory baseline now. Tier 3 is the end state operators have until January 2027 to reach.

Nigeria's upstream sector is mid-transition on a single regulatory directive: the move from calculation-based to measurement-based greenhouse gas and methane reporting. Tier 2, calculation-based reporting against NUPRC's standardised templates, became compulsory in Q3 2026. Tier 3, full measurement-based Monitoring, Reporting and Verification (MRV), is the requirement from January 2027.

What Tier 3 actually asks for

Full MRV means every reported figure is backed by metered, continuous measurement rather than emission-factor estimation. In practice that spans four sources: flared gas volume (metered per source, daily, via a licensed provider), vented gas volume (deliberate venting quantified, cold venting prohibited without a waiver), incomplete-combustion and fugitive emissions (unburned methane from flares plus component-level leaks found through half-yearly LDAR / optical gas imaging surveys), and production-and-reconciliation data that ties volumes out so the whole picture is auditable.

The compliance calendar between now and January 2027

• Ongoing: Monthly volumetric return — flare, vent, incomplete-combustion and fugitive volumes submitted to NUPRC each month.
• Within 6 months of Tier 2 taking effect: GHG Emissions Management Plan (GHGEMP) — source inventory, methodology, and net-zero timeline.
• Half-yearly: LDAR survey and report — optical gas imaging leak detection, twice a year.
• December 2026: Annual emissions inventory — full-year methane and GHG accounting reconciliation.
• January 2027: Tier 3 full MRV transition — continuous, measurement-based reporting live.

Why this is hard to do by hand

Seven distinct obligations, on four different cadences, converging inside a six-month window. For a team running this in spreadsheets, that is a permanent monthly scramble reconciling meter readings, lab composition data and production records by hand, then rebuilding NUPRC's templates from scratch each cycle. The accuracy problem compounds at the measurement layer: methane is reported as CO₂-equivalent using its Global Warming Potential, roughly 28 times CO₂ over 100 years, so a small metering or composition error on vented gas swings the reported tonnes materially.
